IHI is seeking a Senior Technical Business Analyst & Report Developer to lead complex initiatives that bridge business needs and technical solutions. This role requires strong experience with enterprise systems, particularly ServiceNow Nuvolo, along with a solid understanding of asset management, maintenance management, and supply chain operations. Experience supporting or working within the Department of Veterans Affairs environment is highly preferred. In this role, you will play a pivotal role in bridging the gap between stakeholders and technical teams by capturing, analyzing, and documenting functional and non-functional requirements. You will lead stakeholder meetings to gather insights, ensuring that business needs are clearly understood and translated into actionable deliverables. Your ability to create detailed process diagrams, such as workflows and system interaction maps using tools like Visio, will be essential in visualizing complex processes. Additionally, you will craft clear, traceable, and testable requirements in user story format, ensuring alignment with project goals. In this dynamic role, you will work to design, develop, and maintain reports and dashboards that support operational visibility, regulatory compliance, and data-driven decision-making.
To excel in this position, you will need to be proficient in tools like Jira and Confluence, which will support your ability to manage requirements and collaborate effectively with cross-functional teams. You will also guide scope management for requirements, ensuring that project objectives remain focused and achievable. Your role will involve translating complex technical concepts into simple, accessible language for non-technical stakeholders, fostering clear communication and alignment. Additionally, you will support testers by assisting with the creation of test cases and coordinating testing efforts to ensure that requirements are met. Your ability to work seamlessly with diverse stakeholder groups, including business customers, development teams, product owners, and product managers, will be key to driving successful outcomes.
This role requires a combination of technical expertise and interpersonal skills. Experience in conducting stakeholder meetings, creating process diagrams, and writing detailed requirements will be invaluable. Familiarity with system integration in both legacy and cloud environments will help you navigate the technical landscape effectively. Strong writing skills and the ability to simplify complex ideas will enable you to communicate effectively with both technical and non-technical audiences. You will be responsible for gathering and validating reporting requirements, tracking deliverables against project timelines, and ensuring that all reporting outputs meet quality, accessibility, and accuracy standards. Your ability to identify data issues, mitigate reporting risks, and maintain key documentation—such as requirements documents, data definitions, test scripts, and issue logs—will be essential. 
This role demands a proactive, detail-oriented mindset with strong analytical capabilities. You will lead the creation and maintenance of report documentation, ensuring all materials are structured, clear, and tailored to business stakeholder needs. You will also support the development of standard operating procedures, validate workflows created by analysts, and ensure reporting logic aligns with data governance and source-system rules. 
To succeed in this role, you will need a strong understanding of system interfaces, data flows, and integration points across both legacy and cloud environments while leveraging strong SQL experience, knowledge of data modeling and BI concepts, and familiarity with visualization/reporting tools. Your ability to break down complex reporting needs, adapt to changing project requirements, and collaborate effectively with cross-functional teams will be critical. Key Responsibilities
  • Conduct stakeholder meetings to document business requirements, analysis, and capture functional and non-functional requirements
  • Work closely with scrum team to refine business requirements into functional and non-functional requirements.
  • Create process diagrams (e.g., Visio) to represent workflows and system interactions
  • Write clear, traceable, and testable requirements in user story format
  • Collaborate with business stakeholders, analysts, and product teams to understand and document reporting requirements. 
  • Define reporting scope, objectives, data sources, and success criteria in alignment with project goals. 
  • Create, edit, and update reports within Nuvolo Service Now, in alignment to previously gathered requirements.  
  • Conduct impact analysis to identify gaps, risks, and dependencies associated with reporting needs. 
  • Develop and execute test plans to validate report functionality, accuracy, and completeness. 
  • Perform root cause analysis on data discrepancies and coordinate with data engineers to resolve issues. 
  • Maintain data dictionaries, mapping documents, metadata catalogs, and reporting logic documentation. 
  • Ensure reporting outputs meet federal, security, and compliance guidelines where required.
  • Create and maintain comprehensive reporting documentation written in clear, plain language: 
  • Adhere to report specifications, requirements documents, SOPs, and test scripts 
  • Provide structured updates, meeting notes, action logs, and status reports to stakeholders. 
  • Own documentation as a product—ensuring clarity, consistency, and accessibility.
  • Understand system interfaces, data flows, integration points in both legacy and cloud environments
  • Support testers with writing test cases and participating or coordinating testing to ensure requirements are met
  • Translate complex technical ideas into simple language for non-technical stakeholders
  • Guide scope management for requirements
  • Track reporting deliverables against the project plan, escalating risks or blockers as needed. 
  • Support on-time, in-scope, and in-budget report development and delivery. 
  • Coordinate with cross-functional and federal teams to support data readiness, UAT, and production migration. 
  • Participate in Agile ceremonies such as sprint planning, backlog refinement, and sprint reviews. 
  • Assist in identifying opportunities to streamline reporting processes and optimize workflows.
Required Qualifications
  • Bachelor’s degree in Business, Information Systems, or a related field, or equivalent practical experience.
  • 5+ years of experience as a Technical Business Analyst or in a similar role.
  • Hands-on experience with the ServiceNow Nuvolo application.
  • Strong knowledge of asset management and/or maintenance management systems.
  • Experience working with supply chain systems and processes.
  • Familiarity with Department of Veterans Affairs systems, processes, or projects.
  • Experience working within Agile SAFe environments.
  • Ability to obtain and maintain a Public Trust clearance.
  • Strong analytical, problem-solving, and communication skills.
  • Experience with system integrations and data analysis.
Preferred Qualifications
  • Familiarity with VA asset management systems and/or experience working with Federal Government Agencies
  • Integrate use of AI tools to support the requirements refinement and delivery process.
  • Familiarity with 508 compliance and cybersecurity concerns
  • Experience with Agile SAFe and scrum methodologies
  • Strong organizational skills, attention to detail, and ability to problem-solve with ambiguous requirements and evolving priorities
  • Ability to work in dynamic, contractor and FTE federal environment
  • Focus on VA mission and how IT systems impact veteran care and benefits
  • Proficiency in Microsoft Office, reporting/BI tools, and project management tools (e.g., Jira, Confluence). 
  • Experience developing report specifications, user guides, and clear stakeholder documentation. 
  • Technical background with APIs, data mapping, or system architecture.
Education and Certifications ​​​​​​​​​​​​​​:
  • Agile certifications preferred
  • Lean Six Sigma or other process improvement certification preferred.
  • Bachelor’s degree + 5 years’ experience in requirements elicitation in federal government environment
  • Experience with ETL processes, data modeling, or enterprise data warehouses.
  • Experience with ServiceNow or Nuvolo reporting frameworks
